SPECIFIC EXPERTISE AND TECHNOLOGIES
Minimum required level
Very good experience with data wrangling, gathering, structuring, and transformation. Communicating results visually in tables, charts and documents: min 7 years.
Good experience with geospatial data: spatial analysis, cartography, geoprocessing, geodatabase management, and production workflows. Handling various coordinate systems and management of metadata. Maps layouts and interactive web maps: min 3 years.
Experience working with authoritative data from Eurostat, the European Environmental Agency (EEA) and the Joint Research Center (JRC): min 7 years.
Experience in the use of territorial typologies: NUTS, rural-urban typologies, MetroRegions, Degree of Urbanisation, border regions, islands regions, coastal regions, mountain regions, Functional urban Areas, Local Administrative Units: min 7 years.
Additional expertise and technologies
Knowledge of GIS methodologies, tools, and technologies (e.g., ArcGIS) supported by formal training or certification.
Knowledge and practical experience with GIS methodologies, tools, and platforms (e.g., ArcGIS) for spatial analysis and mapping.
Knowledge of geospatial database management (e.g.,Oracle) for dataset maintenance, analysis, and updates.
Knowledge of geospatial data management operations, including modelling, transformation, enrichment, quality assurance, dissemination, and visualisation.
Knowledge of spatial analysis methodologies (e.g., computational geometry, network analysis, geo-statistics, remote sensing) applied to geospatial problems.
Knowledge of programming and scripting (e.g., Python) for automated GIS workflows.
Knowledge of cartographic design principles and web mapping technologies (e.g., ArcGIS Online) to create interactive maps.
Knowledge of web cartography technologies and standards (e.g., ArcGIS web mapping technologies) for interactive mapping.
Knowledge of earth observation data operations (e.g., Copernicus, Sentinel, Landsat) including collection, processing, integration, and analysis.
Knowledge of metadata standards and cataloguing (e.g., INSPIRE metadata) for geospatial data governance and discoverability.
Accessing or downloading datasets.
Combining data from different sources, formats, harmonising data.
Maintenance of long time series, identification of outlyers, completion of missing data.
Creating of new variables based on other variables (indicators).
Production of charts.
Spatial analysis, geo-processing.
Automating geoprocessing workflows with Python
Cartography, selection of class breaks and symbologies fit-for-purpose.
Developing layouted maps, choropleth, interactive web maps.
Use of online storytelling tools using maps, charts and texts (such as Esri StoryMaps)
Experience with tabular data.
Experience working with raster data and vector data.
Experience working with time series.
Experience working with environmental data.
Experience working with economic, demographic data.
Ability to identify NUTS versions and NUTS levels.
Development of workflows to calculate indicators at specific territorial levels.
Experience with aggregation of indicators from a grid level to a polygon level.
CERTIFICATES AND/OR STANDARDS
Technical Certification ArcGIS Pro, level Foundation or equivalent – Mandatory
