Data Delivery Manager

🏛️ About the Role

The European Commission is looking for a Data Delivery Manager to join its data management team in Luxembourg. In this role, you will be accountable for the end-to-end delivery of data management services — coordinating architecture, integration, data quality, MDM, analytics and documentation — working closely with the CJEU technical teams in an agile, sprint-based delivery environment.

🛠️ Key Responsibilities

• Accountable for end-to-end delivery of data management services across the organisation.

• Coordinate data architecture, integration, data quality, MDM and analytics initiatives.

• Oversee planning, resource allocation, risk management and continuous improvement across data services.

• Manage and maintain technical and functional documentation related to data management activities.

• Act as the primary point of contact for data delivery governance, ensuring alignment between business needs and technical execution.

• Collaborate with cross-functional teams and stakeholders to drive data service performance and reliability.

• Ensure compliance with enterprise data governance and architecture standards.

✅ Mandatory Qualifications

• At least 3 years of completed university studies in Computer Science, Information Systems, Engineering, or a closely related field.

• In the absence of a degree in a relevant field, demonstrated equivalent professional experience of at least 8 years will be accepted.

✅ Mandatory Certifications

• IT Service Management certification, e.g. ITIL Foundation.

• Data architecture and governance certification, e.g. DAMA CDMP Associate Level.

✅ Mandatory Experience

• At least 5 years of professional experience in ICT, including at least 3 years in a Data Delivery Manager role.

• At least 5 years of experience in Data Management.

• At least 5 years of experience in Project Management, including at least one project lasting a minimum of 1 year with a budget of at least EUR 2 million.

• Proven experience in data management services: data governance, data quality, MDM and analytics delivery.

• Demonstrated experience in project and service delivery management.

• Experience applying enterprise data governance and architecture standards.

• Hands-on experience with planning, resource allocation, risk management and continuous improvement methodologies.

🌐 Languages

• English or French at minimum B2 CEFR level, spoken and written.
